Overview
Bumps the SDK version to 0.42.0 and updates release metadata (CHANGELOG.md, manifest, and OpenAPI spec pointers).

Extends apps.list (sync + async) with a new optional query parameter for searching apps by name, updating the typed params (AppListParams) and the corresponding tests to include the new argument.
